Montgomery County Deputies Make First Arrest Under New Texas ‘Jugging’ Law

The Montgomery County Sheriff’s Office has made an arrest under Texas’ new “jugging” law, which took effect last month. Detectives with the department’s Gang Investigations Unit arrested 23-year-old Gary Moore of Spring, Texas, in Houston on Thursday, October 16, 2025.

Moore was wanted on a felony warrant in connection with a jugging that occurred October 2 outside a Planet Fitness in Magnolia. Investigators say Moore followed a victim after they withdrew money, intending to commit theft — a crime now classified as “jugging” under Texas House Bill 1902.
