Three of Texas’ Most Wanted Arrested in Recent Operations Across Milano, Houston, and Wichita Falls

Three individuals on Texas’ 10 Most Wanted list have been arrested in separate incidents, according to the Texas Department of Public Safety (DPS). The arrests occurred in Milano, Houston, and Wichita Falls on October 15, 22, and 23, 2025. DPS Special Agents and local law enforcement worked together in these cases.

Ryan Cade Lewis, 26, was arrested in a parking lot in Milano, Milam County. Lewis was convicted in 2022 for theft of firearms and was on probation. In January 2025, he was arrested for sexual assault of a child in Freestone County and released on bond. He became a fugitive in April 2025 after a warrant was issued in Leon County for two counts of aggravated sexual assault of a child.

Tommie Delamont Kelly, 34, was arrested at a car wash in Houston, Harris County. Kelly is a registered sex offender. He was convicted in 2011 for aggravated sexual assault of a 12-year-old girl and served 11 years in prison. He was wanted since May 2025 for not complying with sex offender registration requirements.
