HOUSTON, TX – Keven Xavier Rios, 26, has been arrested in connection with the fatal shooting of 73-year-old James Fleming Bowman on October 15, 2016, at 9400 Concourse. Rios is charged with capital murder in the 487th Criminal District Court.
According to HPD Homicide Division Detective J. Caten, Bowman was inside his vehicle when an armed suspect approached and attempted to carjack him by forcibly remove him This lead to a physical altercation and resulting in Bowman being shot.
Investigators identified Rios as the suspect, and on November 13, members of the U.S. Marshals Gulf Coast Violent Offenders Task Force apprehended him in Freeport, TX. He has been booked into the Harris County Jail…
