HOUSTON (CW39) — The Houston Livestock Show and Rodeo has chosen U.S. Coast Guard Petty Officer Scott Ruskan to lead one of the city’s biggest traditions and serve as the grand marshal of the 2026 Downtown Rodeo Parade.
Ruskan, 26, became a national name after his lifesaving work during the historic Independence Day flash floods in the Texas Hill Country. That day, he saved 165 children; his actions drew praise from state and federal officials and highlighted the demanding, often dangerous work Coast Guard crews take on during disasters.
Originally from New Jersey, Ruskan trained extensively in emergency medical care, helicopter operations, and water rescues. Ruskan served as a rescue swimmer and has carried out multiple high-risk missions. Ruskan still serves on active duty as an aviation survival technician at Air Station Corpus Christi, supporting search-and-rescue missions across the Gulf Coast.
