‘Mayor, don’t be ugly,’ councilmember says in debate over expediting plan to name risky apartments

A new city law that would shine a light on some of Houston’s most dangerous apartments is heading back to Mayor John Whitmire’s desk for changes to protect tenants.

The proposal was pitched by Council Member Letitia Plummer, who has been working on efforts to safeguard Houston’s renters for nearly six years.

Plummer’s proposal, first pitched in May, underwent significant paring down that the council member herself acknowledged made it  “toothless.”…
