A Houston woman has been arrested and charged after children were found malnourished and living in “unsafe conditions.”
Delissa Monique Williams, 38, was charged with a felony count of endangering a child. She was arrested just before 10 a.m. Thursday, Dec. 18.
According to court records, children in Williams’ care were found “living in unsafe conditions surrounded by dog feces and no electricity.”…
