Venezuelan nationals charged in Houston for supporting foreign terrorist organization

HOUSTON, Texas — A federal grand jury has unsealed a six-count second superseding indictment against four Venezuelan nationals, including alleged high-ranking members of the Tren de Aragua (TdA), a designated foreign terrorist organization, according to U.S. Attorney Nicholas J. Ganjei. The indictment includes charges against Yohan Jose Romero, 48, and Juan Gabriel Rivas Nunez, 44, for conspiring to provide material support to TdA.

The indictment also charges Giovanni Vicente Mosquera Serrano, 37, and Jose Enrique Martinez Flores, 24, with conspiracy and distribution of cocaine intended for the United States, according to court records. “Tren de Aragua poses a direct threat to our national security, to our communities, and to our American way of life,” said Ganjei. He added that the defendants allegedly supported the organization by smuggling cocaine across the southern border and funneling proceeds back to Venezuela.

Co-Director Christopher Eason of Joint Task Force Vulcan emphasized that the charges align with their mission to dismantle TdA. “Gold and drug trafficking, and violence and extortion to support TdA’s terrorist activities will not be tolerated,” Eason stated.
