BELLAIRE, Texas — Walter Portillo was arrested early this morning on an outstanding felony theft warrant involving an elderly victim. Officers from the Bellaire Police Department’s Criminal Investigation Division, with assistance from the Traffic Division, located and safely took Portillo into custody without incident.
