League City police arrest two, uncover identity theft scheme during retail operation

LEAGUE CITY, Texas — A retail “Blitz” operation by the League City Police Department led to the arrest of two individuals and the discovery of an identity theft scheme on January 28, 2026.

The operation, conducted by the department’s Business District Unit (BDU) in the commercial area surrounding W FM 646 and the S Gulf Freeway, involved collaboration between law enforcement and local business loss prevention teams. The effort aimed to detect and interdict criminal activity within and around retail establishments, according to a press release from the League City Police Department.

Officers arrested 30-year-old Keleigh Goggans, of Alvin, and 35-year-old Richard Bolton, of Liverpool. H-E-B employees observed Goggans placing two briskets into a shopping cart and leaving the store without payment. When detained by BDU officers, Goggans attempted to use an out-of-state driver’s license belonging to another person.
