Interstate 10 has been closed near the East Loop after more than 3 inches of rain fell Saturday in Houston’s East End.
About 3.6 inches of rain fell at the Buffalo Bayou Turning Basin and about 2.8 inches of rain fell in Jacinto City, according to the Harris County Flood Warning System.
