SANTA ANA – A 19-year-old man was charged Thursday with a fatal drive-by shooting in Santa Ana in June. Cesar Gaspar was charged with murder with special circumstances allegations of a drive-by shooting and criminal gang activity, according to court records. Gaspar was also charged with possession of a gun under the age of 30 with a prior offense and possession of a gun by a probationer, and faces a sentencing enhancement for discharge of a gun causing death.
