DECATUR, Ala. — A Decatur woman has filed a lawsuit against the City of Decatur and an officer who allegedly struck her for excessive force and false arrest during a protest two years ago outside the home of then-Mayor Tab Bowling.
The complaint, filed on behalf of Sierra Taylor in the Circuit Court of Morgan County on Saturday night, names the City of Decatur and Jack Brown as defendants.
The legal action comes almost exactly two years after the incident, which occurred on March 29, 2024. In Alabama, the standard statute of limitations for personal injury actions, including civil rights claims under Section 1983, is two years from the date of occurrence…
