INDIANAPOLIS — After U.S. Rep. Jim Banks (R-District 3) called on Carmel to end its sister-city relationship with Xiangyang in China, one Indiana state lawmaker wants to see those kinds of relationships end with all “foreign adversaries.”
Indiana State Rep. Mitch Gore (D-District 89) recently attempted to add a sister-city amendment to House Bill 1183 on the house floor, calling on entities in Indiana not being able to enter into a sister-city agreement or any cooperative agreement with a foreign adversary or a prohibited person.

That amendment did not make the final version sent to the Indiana Senate after it was unanimously passed by the Indiana House of Representatives on Thursday.
According to the Indiana General Assembly’s website, House Bill 1183, authored by Indiana State Rep. Kendell Culp (R-Ind. District 16) states that a prohibited person may not acquire or lease agricultural land or a mineral right or water located in the state. A prohibited person includes an individual who is a citizen of a foreign adversary, including China, Cuba, Russia, North Korea and Iran, as well as a business entity headquartered in a foreign adversary or controlled by citizens of a foreign adversary.
