Indianapolis’ low-barrier homeless shelter gets $20 million boost from state

A state housing agency has awarded $20 million to the city of Indianapolis to build the city’s first homeless shelter funded entirely by tax dollars.

The $32 million Housing Hub, a low-barrier shelter where individuals and families will face fewer restrictions on their behavior, will include a day center and housing navigation center for connecting guests to permanent housing.

After Mayor Joe Hogsett committed $12 million to the center, the project passed its final hurdle Thursday when the state-run Indiana Housing and Community Development Authority approved $20 million for construction costs.

Health provider Aspire Indiana Health will run the hub’s low-barrier shelter, while the nonprofit service provider Horizon House will lead the day center and housing navigation center, according to IHCDA. The Housing Hub will be finished by late 2026 on the 1000 block of East Georgia Street, near the intersection with Shelby Street, and open in early 2027, IHCDA says. Construction on the facility will start in a few months.
