Hundreds of property owners threatened with legal action under latest LEAP water plan

INDIANAPOLIS — Wooden stakes donning pink and orange markers on the northwest side of Indianapolis signal the latest chapter in the ongoing effort to pump billions of gallons of water to a controversial business development project in Boone County.

The stakes show where Citizens Energy will soon start knocking down trees and installing 52 miles of underground pipes to provide water to the LEAP Project near city of Lebanon.

“This program is large, and there are multiple pieced to the overall program,” said Ben Easley, a spokesman for Citizens Energy. “We have committed to 25 million gallons a day.”…
