‘Tear it down and rebuild it’ | Woman says downtown Indy shooting at Lugar Tower is just another in a line of longstanding problems

INDIANAPOLIS — From the sixth floor of her apartment building, Angela Jones-Russ could hear gunshots outside Lugar Tower, but had no idea the victims were her daughter and daughter-in-law.

“I heard the gunshot in my apartment, it was five shots, and I didn’t know, you know, where it came from, or what the case was,” she said. “Then she told me that they had got shot.”

IMPD responded to the shots fired call at Lugar Tower around 8:00 a.m. on Friday, Jan. 2. Downtown District Commander Shane Foley said when officers arrived, they found evidence of a shooting, but no victim. Two women walked into Eskenazi a few minutes later and were determined to be the victims. One had injuries consistent with a gunshot wound and the other believed to be injured by broken glass…
