The ban was initially proposed by Jackson Police Chief Joseph Wade in July 2025. The police chief said the overall goal is not to violate anyone’s constitutional rights but to reduce crime and keep everyone safe.

The Jackson City Council also passed an ordinance that would include additional penalties for illegal dumping, which would establish vehicle seizure, mandatory jail time and enhanced enforcement procedures.
