Ted Henifin knew fixing JXN Water’s billing system would be a challenge. Three years later, he’s been proven right

JACKSON, Miss. (WLBT) – Ted Henifin never wanted Jackson’s billing system to begin with, telling city and federal leaders back in 2022 that fixing it would be a nightmare.

Three years later, the interim third-party manager’s prediction has proven true, as customers across the city continue to report high bills, no bills, inaccurate meters, and rude customer service.

“If you talk to anyone in the industry, billing system conversions, any kind of work on your billing system… tends to be where water and wastewater utilities have their biggest challenges,” he said. “The rest of the time, we’re almost not touching our customers.”…
