State attorney’s investigation says officer used ‘distractionary blow’ on man. Here’s what that means

JACKSONVILLE, Fla. — Community leaders are speaking out after a viral video shows a Jacksonville sheriff’s officer punching William McNeil Jr. during a traffic stop. Bishop Rudolph McKissick of The Bethel Church addressed McNeil’s arrest on Sunday, just a day after Sheriff T.K. Waters discussed the State Attorney’s Office investigative memo during a neighborhood crime prevention walk.

Waters spoke with reporters Saturday for the first time since the State Attorney’s Office released its investigative memo into McNeil’s arrest. The state attorney’s investigation found Officer DJ Bowers, the man seen punching McNeil in the viral arrest video, did not do anything criminal and the traffic stop was lawful.

“The context and what happens on a traffic stop is much more dynamic and much more nuanced than just when you see a five-second clip from a video,” Waters explained…
