JACKSONVILLE, Fla. — Cell phone video capturing a deadly encounter between a woman and an ICE agent in Minneapolis is fueling outrage nationwide and prompting action here in Jacksonville.

A 37-year-old woman was shot and killed during an immigration operation Wednesday, and while federal officials call it self-defense, some city, state and federal leaders have raised serious questions.
