Jersey Shore town warns changing beach badge rule would be impossible to enforce

With only about four weeks before Memorial Day weekend, New Jersey lawmakers are optimistic that a bill lingering in Trenton will end confusion over whether surfers and fishermen need a beach badge to use the water.

But some Jersey Shore towns are hoping the measure doesn’t get passed.
