Jersey City is faced with a $250 million budget deficit because of past “misdeeds, corruption, and incompetence,” Mayor James Solomon revealed Wednesday afternoon in a bombshell report. In the 24-page “Jersey City Financial Emergency Report,” Solomon laid the blame squarely at the feet of his predecessor, Steven M. Fulop.
