KALAMAZOO COUNTY, MI – Federal prosecutors have dropped charges against the brother of Carlos Vance Watts Jr., who is accused of killing missing girlfriend, Heather Kelley. Watts, 39, was recently charged with open murder in Kelley’s killing. The body of the Portage woman, who went missing Dec. 11, 2022, has not been found.
