Kansas City men held without bond after Clinton County traffic stop

Two Kansas City men are facing multiple criminal charges in Clinton County after a Missouri State Highway Patrol traffic stop south of Lathrop late Friday night allegedly resulted in the discovery of crack cocaine and drug paraphernalia.

Keith Westphal, 39, and Shane Rickart, 52, both of Kansas City, have each been charged with the Class D felony of possession of a controlled substance for allegedly possessing crack cocaine. Both also face a Class A misdemeanor charge of possession of drug paraphernalia as prior offenders and an infraction for failing to wear a properly adjusted and fastened seat belt.
