Charges have been filed against a man accused of kidnapping a four-year-old and then leading police on a chase on Highway 54.
Callaway County prosecutors charged Stephen A. Curtner, of Independence, Mo., with Second Degree Assault – Special Victim, Resisting Arrest by Fleeing – Creating a Substantial Risk of Serious Injury/Death, First Degree Endangering the Welfare of a Child, two counts of First Degree Property Damage, and a misdemeanor count of DWI – Person less than 17 years of age in vehicle.
