A Venezuelan migrant, Pedro Luis Parra Pulgar, 46, allegedly set his own house on fire in Fulshear, Texas. His three kids, two of them 15-year-olds and a three-year-old were trapped inside the burning home. All three of the minors survived the incident, and police have charged Parra Pulgar with three counts of attempted murder.
