CONROE, TX — On August 1, 2025, the Conroe Police Department was notified by First Financial Bank in Conroe of numerous fraudulent credit/debit card transactions involving their customers. First Financial Bank further advised that the transactions were taking place at local businesses in Conroe, TX.
Conroe Police Department Detectives immediately launched an investigation into the fraudulent crimes and through expert police work, were quickly able to identify a suspect and ascertain the details of the criminal activity. The suspect was identified as 45-year-old Keith Devon McMillian, out of North Carolina. The detectives worked closely with the Montgomery County District Attorney’s Office team to obtain an arrest warrant and develop leads to his possible whereabouts.
The very next day, August 2nd, Conroe Detectives and Patrol Officers Dandy and Casarez were able to track McMillian down and take him into custody near the George Bush Intercontinental Airport in Houston, TX. During their investigation, it was discovered that McMillian had defrauded thirteen or more victims during his brief stay in Conroe. McMillian was arrested and transported to the Montgomery County Jail where he was charged with Credit Card Abuse (State Jail Felony), and Fraudulent Use of Identifying Information (10 or more victims, 2nd degree Felony)…
