Florida bill requires front license plate, mandates crash reports on autobody repairs

WEST PALM BEACH, Fla. (CBS12) — A new Florida bill aims to make tracking down hit and run drivers by setting rules that require expensive autobody repairs be reported to law enforcement. It would also require front license plates for all vehicles.

Dubbed the Lilly Glaubach Act, the measure is named for a 13-year-old girl who died in 2022 after she was struck by a car while riding her bicycle home from school in Osprey. When the man who hit her, David Chang, took his Acura TL to the body shop, he claimed a tree fell on his car.

He was eventually captured after a Good Samaritan spotted his vehicle, got suspicious, and sent authorities pictures of the vehicle. Chang was sentenced to 15 years behind bars for the deadly crash…
