KISSIMMEE, Fla. — When the city of Kissimmee was notified of a data breach by the company it uses to archive text messages sent and received on city cell phones, a cyber security officer was tasked with conducting a “preventive review of data.”
During that review, he flagged a single “potentially inappropriate picture message” linked to now former-Lt. Jesus Garcia’s city-issued phone. From there, the situation spiraled into a full-blown internal affairs investigation that ultimately led to Garcia, a 19-year veteran of the force, being fired by the department.
