KNOXVILLE, Tenn. (WATE) — A disabled Knoxville man has waited months for maintenance to complete work inside his apartment that started months ago.
Arthur Howard said the unfinished work inside his apartment could likely have been completed within a day or two, but it’s taken nearly four months, for management to finally arrange to send someone to finish the work. The ceiling is bare inside his bathroom where a new walk in shower was installed, and his old air conditioning unit was disconnected but never removed.

Howard, who is 61, is disabled. He needs a cane to steady himself and to walk. He lives at the Residences at Eastport in East Knoxville, managed by Knoxville’s Community Development Corporation (KCDC). Four months ago he had an doctor approved ADA walk-in shower installed by a maintenance crew from Eastport. Maintenance also provided and installed two new efficient air conditioning units. But, maintenance didn’t complete either project in his apartment.
“They have not completed the wall. It needs to be brought down. It needs to be blocked in. The floor needs to be repaired, where they had to dig,” said Howard. “Bugs come in at night.”
He added, “I’ve contacted KCDC maintenance. They have changed management, head management, two of them in the last two months. The first one came down and looked at it, took pictures. He said, ‘we’ll take care of it, no problem.’ He left. They got a new one in.”…
