Study recommends sweeping changes to Knox County juvenile center’s policies, operations

KNOX COUNTY, Tenn. — A state report obtained by WBIR assessing the Richard L. Bean Juvenile Service Center Tuesday outlines ongoing problems and lapses at the facility and includes changes recommended to fix them.

The assessment was ordered after whistleblowers came forward about concerns over the management and safety of young people at the center. It was conducted by Jim Hart from the University of Tennessee’s County Technical Assistance Service. The 98-page assessment evaluated the facility’s operations, staffing, compliance and overall conditions.
