KNOXVILLE, Tenn. (WATE) — Following his resignation as the interim director of the Richard L. Bean Juvenile Detention Center, Brian Bivens said in a statement Wednesday that the facility is neither safe nor secure.
Bivins was hired in July and was set to serve as the interim director through the end of 2025 before the Knox County Sheriff’s Office assumed oversight of the facility for 18 months.
