Emails reveal friction between Knox County officials and ex-interim director of juvenile center

KNOXVILLE, Tenn. (WATE) — Emails obtained by 6 News show strife between the Knox County mayor’s office and Brian Bivens prior to his resignation as the interim director of Knox County’s juvenile detention center.

Emails between Bivens and county officials in the two weeks prior to his resignation show ongoing friction, including over lack of financial support to fix longstanding issues at the facility.

“I have not received ONE cent to fix 52 years of mismanagement,” Bivens said in an email to Knox County Chief of Staff Dwight Van de Vate on November 7.
