Man wanted on voluntary manslaughter charged back in custody

KNOXVILLE, Tenn. — A man accused of voluntary manslaughter from a fight back in September is back in custody, according to court records.

Fernando Carrera, 51, is accused of killing James Phipps, 57, in a back parking lot on W. Young High Pike on the morning of Sept. 27. Carrera was released from jail within a day of his arrest, according to court records.

Carrera was arrested early Monday morning on new charges of meth possession, open container, possession of brass knuckles, criminal trespass, along with a warrant for his failure to appear on the voluntary homicide charge…
