KNOX COUNTY, Tenn. — Knox County leaders are deciding the future of the county’s juvenile detention center, a facility that has faced months of turmoil and scrutiny.
The juvenile service center has a troubled history that includes allegations of mistreatment and isolation of young people, failures in administrative management and recent leadership upheaval.
