Sweetwater man behind Knoxville’s ‘Vol Loop’ bid for free Boring Company tunnel

KNOXVILLE, Tenn. (WVLT) – A Sweetwater small business owner submitted the proposal that put Knoxville in the running for a free underground tunnel from Elon Musk’s The Boring Company — and city leaders say they had nothing to do with it.

Kacee Leekley, owner of Prestige Web Designs, submitted the “Vol Loop” proposal as part of The Boring Company’s Tunnel Vision Challenge. The competition invited anyone to pitch an idea for a one-mile tunnel project with a 12-foot inner diameter, with the winning project to be built free of charge.

Leekley’s proposal calls for a one-mile tunnel connecting Market Square in downtown Knoxville to Neyland Stadium on the University of Tennessee campus.
