KNOXVILLE, Tenn. (WVLT) – Rose Joseph, a 17-year-old Webb High School student, is one of only four students in Tennessee to earn the Congressional Award Gold Medal, Congress’ highest honor for youth.
Joseph said she was raised not to quit.
