RAYNE, La. (KLFY) — A Rayne city employee has been arrested in connection with suspected theft and records manipulation. The investigation was initiated after Thibodeaux Accounting Company, LLC, the city’s independent CPA firm, flagged irregularities and referred a criminal complaint to the Rayne Police Department, officials said.
Dylan Kane Menard, 23, of Rayne, was arrested on Jan. 16 Menard served as the Utility Billing Coordinator for the City of Rayne. He faces the following felony charges:
- Malfeasance in Office (La. R.S. 14:134)
- Injuring Public Records (La. R.S. 14:132)
- Theft ($1,000 – $5,000) (La. R.S. 14:67)
The investigation alleges that between May 2022 and January 2026, Menard manipulated meter readings within the city’s billing system to misappropriate approximately 30,653 kWh of electricity and 27,000 gallons of water and sewage services on his account…
