It was about a decade ago when James Palmer took his experience in circuit board design and ventured out on his own.
Palmer heads up Lafayette-based Pelican Engineering, which engineers and manufactures circuit boards. Pelican is the only contract manufacturer for circuit boards in Louisiana, he said.
