LANCASTER, Pa. – The Shops at Rockvale in Lancaster County once drew customers from around the mid-Atlantic, but the outlet center has sat nearly empty in recent years. Demolition is now underway to make room for a new project that will feature 480 new apartments and a clubhouse at the site in East Lampeter Township.
