READING, Pa. – Floodwaters swallowed the Spring Street underpass in Reading again Thursday afternoon, a problem neighbors say has been happening for decades.
“It gets so flooded, even the basement gets flooded,” said Buenfil Rodriguez, who lives nearby.
Reading Fire Chief James Stoudt Jr. says the storm moved in quickly and dumped a significant amount of rain in a short amount of time.
“It took place a little bit after 12 o’clock with the torrential downpours,” said Chief Stoudt. “We received quite a significant amount of rainfall within an hour to an hour and a half period of time.”…
