LANCASTER, Pa. (WHTM) – Lancaster City Police Chief Richard Mendez plans to retire in December after a 25-year career with the department, according to the Mayor’s office.
Mendez, a graduate of McCaskey High School, was the bureau’s first Hispanic chief after serving as a patrol officer, K-9 unit member, SERT member, and several other roles with the bureau.
