Teen’s death in Lancaster County RV fire raises questions

An RV fire in Lancaster County that killed a 15-year-old girl has raised questions about the campground where it happened, student homelessness and what sparked the blaze.

Paige Dowlin, of Salisbury Township, was identified as the student who died in a 4 a.m. RV fire on Saturday at Roamer’s Retreat Campground in Kinzers. The campground was her permanent residence. The coroner’s report listed the campground as her home address, and her obituary said she died in a “home fire.”

But living in a campground full-time is not permitted by Salisbury Township’s ordinances that govern campground operations. The township said it is not investigating the campground as a result of the fire. Roamer’s Retreat Campground is open year-round, and provides a $600 per month fee for campsites, either 30 or 50 amp.
