LANCASTER, Pa (WHTM) — It’s been a year since Lancaster City declared a state of emergency after not having enough shelter space for its homeless population.
“We truly do, you know, have a crisis on our hands as far as not having enough housing units to move people out of shelter and into a permanent housing situation,” said Justin Eby, executive director of the Lancaster County Housing Authority.
