LANCASTER, Pa. (WHTM) — Those who reside in the homeless encampment off of New Holland Avenue in Lancaster City were supposed to relocate by Monday night, but some are still there.
Part of the problem is where these residents can relocate to. Not everyone in the encampment has an idea, and that’s partly why not everyone has relocated yet.
“Some of them just really don’t care,” Louis Kinistino said. “They just want to keep moving around. And others, you know, they may have issues because I see some signs of that and stuff. I’m not pointing fingers. And then there’s others that are, you know, it’s like they’re doing what they can do.”

A statement from Lancaster City said “the encampment is on private property without permission. Police were notified about increased activity and hazards, including campfires. Officers, our police social workers and other outreach partners have been working with occupants to access services and relocate.”…
