Arrest at Harper’s renews calls for ELPD to revise use-of-force policy

A videoshowing a young woman being detained by police outside of Harper’s Restaurant and Brew Pub in the early morning hours of Aug. 2 has been circulating on social media, re-sparking the community’s scrutiny of the East Lansing Police Department (ELPD)’s use-of-force policy and Police Chief Jennifer Brown’s tenure.

Displayed in the video is 20-year-old Myana Collins, lying on the ground face down, handcuffed and restrained at the legs. At one point, the officer holding her cuffed hands appears to repeatedly punch Collins in the back and arm. Collins was also allegedly tased during the encounter, according to the family and bystanders in the video footage.
