Grange Road in Westphalia suffered a structural collapse due to what Douglas Steffen, the managing director for the Clinton County Road Commission, suggested might be a backed-up culvert—a theory he shared with WKAR. The culvert failure was likely the catalyst for the subsequent washing away of the road.
