Lazaro Jonathan Cesar, a 27-year-old Las Vegas man, is facing misdemeanor charges for operating as a professional promoter without a valid license and engaging in business without a promoter license following a party where a 20-year-old man drowned. The charges come after an event Cesar hosted at a home on the 2600 block of East Palma Vista Avenue, as reported by FOX5 Vegas. After the party, the body of Tayshaun Todd was discovered in the backyard pool on June 18.
Police initially responded to break up the event on the night of June 17 due to noise complaints but did not locate Todd until the following day. In an interview cited in the arrest report and confirmed by KTNV, Cesar admitted to selling tickets for the “open bar pool party” at $15 per person.
Christina Dunn, Todd’s mother, has voiced her frustration, especially with the police’s handling of the situation after her repeated calls for assistance. In a statement obtained by KTNV, she recalled telling an officer, “I am so frustrated. I’m so hurt. I’m angry.
