RICHMOND, Ky. (FOX 56) — Three Madison County parents are facing child abuse charges after police discovered the condition of their Edwards Avenue apartment on Sunday.
A Richmond police officer said he had stopped in the Edwards Avenue area just before 1 p.m. on Sunday, June 29, to make a phone call. That’s when he saw a 2-year-old run into the street alone.

“There were no adults in sight,” Officer Dylan Hacker wrote.
