WINCHESTER, KY — A Mt. Washington man was arrested early Friday after officers say Ring camera footage captured him strangling a woman outside her Winchester home before fleeing the scene in a black Honda Civic.
According to the Winchester Police Department, an officer was patrolling on Nov. 21 when a black Chevrolet sedan sped past him on Boone Avenue. The officer followed the vehicle onto Hood Avenue, where he found a man, woman, and young person outside in what appeared to be an escalating domestic dispute.
The individuals flagged the officer down, urgently telling him that 28-year-old Joshua Bruand had assaulted the woman and was driving away in a black Honda Civic.

The woman told officers that Bruand had tried to strangle her twice inside the home earlier in the day. She showed investigators Ring doorbell footage that reportedly captured a man in blue jeans locking his left arm around her neck, dragging her downward until both fell out of the camera frame…
